PERSONAL na humiling si Vice President Sara Duterte ng P125 milyon na confidential funds noong 2022, matapos niyang palitan si dating Vice President at ngayo’y Naga City Mayor Leni Robredo, na walang confidential fund allocation sa buong anim na taon niyang termino.
Sa ika-18 araw ng impeachment trial, kinumpirma ni Lemuel Ortonio, assistant chief of staff ng OVP, ang pirma ni Duterte sa isang liham noong 2022 para sa Office of the President at Department of Budget and Management o DBM na humihingi ng pondo.
Inamin din ni Ortonio na ang mismong halagang P125 milyon ay itinakda ni Vice President Duterte, at hindi ito nagmula sa karaniwang administrative assessment o rekomendasyon ng budget division o iba pang administrative units ng OVP.
“It was the Vice President, Your Honor. The amount came directly from Vice President Sara Duterte,” pahayag ni Ortonio.
Sa pagtatanong ni prosecution counsel Atty. Mae Divinagracia, kinumpirma rin ni Ortonio na ang naturang P125 milyon ay buong nailabas at nagastos sa loob lamang ng 11 araw, mula December 21 hanggang December 31, 2022, batay mismo sa official liquidation report.
Sinabi rin ni Ortonio sa korte na sa pagkakaalam niya, walang confidential funds ang OVP noong panahon ni dating Vice President Leni Robredo, na nanungkulan hanggang June 30, 2022.
Idineklara ni Presiding Officer Chiz Escudero na hostile witness si Ortonio matapos tanungin kung maaaring mawala ang trabaho nito sa OVP sakaling ma-impeach at tuluyang matanggal sa puwesto si Duterte.
“It has been established that Ortonio serves at the pleasure of the Vice President, and has been working for her for quite some time and is serving up to now—and that if the Vice President is impeached and therefore removed from office, pati kayo matatanggal,” ayon kay Escudero.
Dahil sa ruling, pinayagan ang prosecution na magtanong kay Ortonio ng leading questions.
Siya na ang ikalawang OVP official na idineklarang hostile witness sa impeachment trial, kasunod ni dating Special Disbursing Officer Gina Acosta.
